Our Mission & History

The Hallow is a program of the Samaritan House, a 501(c)3 nonprofit that has served survivors of domestic violence in Hampton Roads for over 40 years.

Due to the increase in human trafficking in Hampton Roads, Samaritan House enhanced its mission in 2017 to include services to human trafficking survivors.

Our Mission

The mission of the Hallow is to provide safety, build resiliency, and instill hope for minor survivors of sex trafficking & sexual exploitation. 

About The Hallow

The Hallow by Samaritan House is a licensed therapeutic group home for youth survivors of sec trafficking.

It's a one-of-a-kind safe refuge that provides safety, builds resilience, and instills hope for female survivors ages 11-17 in the Commonwealth of Virginia. Residents receive safe and secure housing along with specialized trauma-informed treatments to address their victimization.

All residents of The Hallow receive:

  • All of their basic needs;
  • A range of trauma-specific interventions to address the adverse effects of being trafficked;
  • A private bedroom;
  • Comfortable living space created with trauma-informed design concepts;
  • A classroom to participate in virtual schooling;
  • Outdoor recreation and sunroom for rest and relaxation.

Hampton Roads Human Trafficking Task Force

Created in 2017, the Task Force is comprised of:

  • Virginia State Police
  • Homeland Security Investigations
  • U.S. Attorney’s Office for the Eastern District of Virginia
  • Local law enforcement
  • Samaritan House

Since its inception, the Task Force has recorded over 400 investigations, 170 arrests, and over 320 confirmed convictions in Hampton Roads, including 67 minors. The number of trafficked youth under the age of 18 has increased exponentially.
